4/10 @ A-30. Team A's punt is partially blocked and does not cross the NZ, recovered by B44 at the A-26 and returned to the A-15 where B44 is tackled inbounds. Team A had five players in the backfield at the snap.

6-3-13 applies only when the ball crosses the neutral zone, so this is a previous spot foul.  B will decline the penalty.

This is a 2013 change designed to make it somewhat fairer.

Agree - I brought this up because if you use the searchable rule book on Arbiter site, look up 10-2-4 (the 'twin' for 6-1-8 and 6-3-13) it has the new wording and references to 6-3-13. However, if you click on the 6-3-13 reference it takes you to a version without the editorial change. I guess I'm just saying take a little caution if using that particular tool in your studies.
