7-1-3-b-1 9 yard marks

I thought we had discussed here but not finding it.  The penalty statement for 7-1-3-b-1 says it is a dead ball foul?  Does that seem to be an error? Or is this like the illegal shift that converts to a false start, i.e. not a foul till ball is snapped but then shut it down?

Yes, we shut it down just like the Illegal Shift.  This change came at the same time as the Illegal Shift rule making it a dead ball foul.
