Touchback on punts into end zone

Team A's punt bounces over the goal line and is still in the air. A covering player tries to prevent
a touchback.
 
Does the rule differ from NFL? In the NFL, a kick-team player can bat or throw the ball back
into play as long as his foot doesn't touch the goal line.

Yes, it does. In NCAA it is only the position of the ball that matters, not where the player has last touched ground.
