I know it's not the NFL and all… but shouldn't that be 9-1-3

seems like targeting to me and contacto with top of the helmet

I know RBs are not to be called because most of the times they are defending themselves and all… but this doesn't seem like protecting oneself against a defender… seems like trying to put the defender down

We were specifically told by a D-1 supervisor in the summer that the runner is not to be called for targeting with the crown of the helmet.  By the way the rule is written some might be tempted to make that call on certain plays.

It does look like a normal play yeah… but shouldn't that be included in the "player safety" concerns? I mean… lowering your head like that and attacking a player with the top of the helmet is dangerous to all involved...

The NFL has addressed it to some degree and I have no doubt it will be coming to a field near us soon also

It should also be noted that 9-1-3 is primarily concerned with the safety of the player leading with his helmet, while 9-1-4 is primarily concerned with the safety of player being hit.  Rogers Redding has acknowledged this in person and in CFO videos.

There are several plays that a RB creates that carry a significant risk of head injury however, for the most part, they are not considered 'unnecessary.'  The rules are not intended to 'coach such tactics out of the game.'

II. As ball carrier A20 sweeps around the end and heads upfield, he lowers his head and contacts defensive end B89 who is trying to tackle him. The players meet helmet to helmet.

RULING: No foul. Neither A20 nor B89 is a defenseless player and neither has targeted his opponent in the sense of Rule 9-1-3

I know this discussion is on the NCAA board, so let's be clear that is the NCAA interpretation. The Federation clearly wants such action by a runner penalized, and was included in this year's POEs with regard to illegal helmet contact.
