Why do we throw our hat when a receiver is forced out of bounds? Wouldn't it make more sense to throw it only when the receiver goes out on his own? This would indicate that "I have a foul, pending."
I've heard the explanation that "it shows that we're watching what we're supposed to be watching." That doesn't seem like a good reason to do a mechanic - in fact if we throw it on a force-out, it kind of gives false information to everybody, don't you think?
