I don't see why they just didn't call TGT. VT will get their 15 yards even IF the DQ was reversed by replay. IMO if you are going to just call this a UNR but it was in the head area you should then go to the 'when in doubt' part of the TGT rule. Thoughts?

If it is targeting (I say it should have been), it would be "roughing the passer by targeting" so the enforcement would be a 15 yard tack on at the end of the run. D35 is DQd

Can one action be two fouls? TGT, B35, penalty declined. RTP, B35, penalty accepted, 15 yards from the end of the run, 1st down. B35 DQ'd for TGT.

One action cannot be two fouls but sometimes you can take your pick which foul you want to enforce. Another example is a DPI that is also a PF - you can enforce it as a PF if that is more advantageous to the fouled team.

I believe there is a BIG misunderstanding here.  A foul CAN be both Targeting and RTP.  I direct you to the second CFO training video on targeting with Walt Anderson.  In this clip, it is clearly stated that some RTP calls are targeting and carry the automatic DQ and some are not.  In this case the foul would be "Roughing the passer by targeting."  This foul carries a 15 yard penalty tacked onto the end of the run and an automatic disqualification.  It is a RTP foul with the additional penalty of an automatic disqualification. 

It kind of amazes me that at this point in the season and with how long the targeting foul has been around that you would still have college officials thinking these two fouls were mutually exclusive.

Ditto for KCI & PF.  Team B can take penalty enforcement at the spot of the foul or tack on to where the dead ball belongs to Team B.

Well, the rules don't say so, but as I said earlier, that is probably how the supervisors and RR want the targeting rule be enforced. The RTP language should say "No defensive player shall charge into a passer, throw him to the ground or commit a personal foul against him when it is obvious the ball has been thrown." Then we wouldn't have this problem nor the problem of a defender grasping and twisting the passer's facemask after the ball has been thrown.

If RR and the supervisors want it called that way then that is the way it has to be called.
