MI/OrSU Kicker out of the box RTK

I can't find a video of it that didn't come from a biased source, but I wondered about 9-1-16 section 5's application on the roughin the kicker in Michigan's game against Oregon State. (Excuse my paraphrasing, I can't figure out how to copy and paste on this damn iPad) Since the punter forfeits his RTK protection once he leaves the tackle box, I wondered if there was some other circumstance that could have warranted a flag.

He doesn't lose his protection if he is outside the tackle box. He loses his protection if he carries the ball outside the tackle box. If the he muffs the snap and it rolls out of tackle box, he has not lost his protection.

The snap was high and took the punter a step or two to his right.  He ultimately controlled the snap while moving, took a step or two, punted the ball and was roughed.  Close.

I saw this play and my first instinct was he carried the ball outside the box. After looking a replay, I still think he did. IMHO no flag.

B1G actually apologized for the call. Weird, I didn't think they did that unless it was a game-changing incident.

The original article now has an editor's note added that states that the league has "explained" the call not "apologized" for the call.  I believe that the call was correct since as noted here and obvious from the video the kicker never really became a runner after he secured the ball.  IMO when he had clean possession, he kicked the ball.

Has there actually been an official statement that the call was in error?
