ineligible man downfield

Just trying to find an answer here. Been doing this a long time but can't remember when the change to this rule deleted the Loss of Down. Any old timers out there remember the year?

According to Nelson it was 1986 "Loss of down deleted for ineligibles downfield. Roughing the passer clarified."
