Correctly ruled. Ironic that the penalty for an illegal backward pass to conserve time is worse than the penalty for an illegal forward pass to conserve time.

I think the reason is that the rules makers have assumed that all illegal backward passes happen beyond the LOS, where the five-yard penalty makes more sense than behind the LOS.

Well, depending on where the forward pass was thrown, that penalty can be much worse...

If it is to conserve time, it is never worse than the illegal backward pass.
