When the ball touches the ground at the A-16 it has crossed the neutral zone even though it then ricochets back behind the line of scrimmage. The batting of a loose ball not in flight adds new impetus, so B is now responsible for the ball being behind A's goal line. However, the status of the ball is still a kick that has crossed the neutral zone, so when A49 recovers the loose ball it is dead there. Because the ball is dead in A's end zone and B is responsible for it being there, the result of the play is a touchback. The foul is by the team not in possession during a scrimmage kick play that does not qualify for PSK, so it will be enforced at the basic spot which is the previous spot. So A's options are 4/7 @ A-23 or 1/10 at the A-20. Either way the clock starts on the snap because of the scrimmage kick as well as the touchack.
