Time expires in 4q during play. A is down 2. A player runs for a gain and steps oob at the B 30. He pulls up and is then forcibly contacted by a B player.

Is game over?

Most importantly, get off the field AND DON'T LOOK BACK.  Don't have to be a witness or send an incident report for a benchclearing brawl you didn't see.

So you are leaving the referee to announce what happened?

You have to throw the flag as you don’t know if a foul occurred during the play. If it did and play is extended they will want the penalty.

In the given hypothetical, there was no live-ball foul. Get off the field and go home.

Of course. If there is a live-ball foul, that penalty is completed, and, if necessary, then the penalty for any dead-ball foul is completed. If, by rule, another down is to be played, then, yes, the period is extended.

So, you ask, "How can you know there has been a live-ball foul" (which would compel you to call the dead-ball foul)? Take that quick look around, and see if there was a foul called. If so, then throw your flag for the dead-ball action. If it was a foul then, it is still a foul, now. But, if no live-ball foul, see above.

PS If there was a live-ball foul, make the calling official show you the police report.  :)

Yes - my response was based on there being no other flags thrown, and not hearing multiple chirps at the end of the play indicating someone threw a live-ball flag.  Over and out.
