From my NCAA experts. Tulsa just got penalized 15 yds USC from the spot of the foul with a replay of the down?  In NFHS that’s a succeeding spot foul and the down counts. What’s up?

NCAA used to be the same way but changed the rule about 6 years ago. Live ball UNS is just a regular 3-and-1 enforcement now.

Gotcha. I assumed it was right, but haven't noticed that enforcement before.
