ILM or FST

Can someone remind me where I read or watched video of the situation where an eligible player is going into a 3point stance at the snap that we would call that ILM?  When it's an ineligible lineman, we'd go with FST.  I know I saw that somewhere but I have no clue where it was.

That's a CFO West interpretation.  It's not in writing.  Technically they should all be ILM by rule, as the only thing that causes the foul is the ball being snapped.

I could have sworn within the last couple of weeks I either read it or saw it on a training video.  I remember at the time it took me a moment to process the reasoning behind it.  Was just trying to get my hands on the information again to share it with my crew as we had a scenario where that came into play.
