2025 S-B Quiz 13

1. 3/Goal @ B-8. B21 intercepts A12’s legal forward pass deep in his end zone and advances but does not get out of the end zone, where he is downed. During B21’s run, B52 holds A80 in the end zone.
RULING:
B, free kick, B-20, free kick timing (25).
The Basic Spot for the penalty for B52’s holding foul is the end of B21’s run. By rule, the Basic Spot when the run ends in the defending team’s end zone after a change of possession in the defending team’s end zone is the B-20. Per 3&1, since the foul is behind the Basic Spot, the penalty would be enforced from the spot of the foul, which would result in a safety – 2-points for Team A, with a free kick by Team B at the B-20 to follow.


2. 3/5 @ B-20. Defensive back B44 intercepts a forward pass in his end zone and while still in the end zone he fumbles the ball. The ball rolls forward, goes into the field of play, and in the scramble at the B- 2, A33 intentionally kicks the ball into the end zone and over the end line.
RULING:
B, 1/10, B-30, snap (25)
The impetus that caused the ball to become dead behind B’s goal line is from the (illegal) kicking of the ball by A33. The natural result of the down is a touchback -Team B’s ball at the B-20. The Basic Spot for the 10-yard penalty for A33’s Illegally Kicking the ball is the succeeding spot (B-20), which will take the ball to the B-30, where Team B is awarded a scrimmage series.


3. Free Kick @ A-35. A91’s kick is rolling on the ground at the B-3 when B21 kicks the ball into the end zone and over the end line.
RULING:
B, free kick, B-20, free kick timing (25).

4. 1/10 @ A-40. QB A12 drops back in the pocket and sets up to pass. He then scrambles to his right, sets up again and is in the passing posture when he is hit by end B88 who drives his shoulder into A12’s knee. A12 then pulls the ball down and goes to the ground because of being tackled by B88 at the A-38.
RULING:
A, 1/10, B-45, ready (25).
Because A12 was in a passing posture (regardless of his location on the field, or the fact that a pass was not made), B88 commits a foul for Roughing the Passer when he makes forcible contact to A12’s knee area. The 15-yard penalty is enforced at the previous spot, and includes a first down. The play clock is set to 25-seconds, and both clocks start on the referee’s signal.


5. 4/8 @ A-12. Late in the 4th quarter, A98’s punt is blocked and the ball does not cross the neutral zone. At the A-10, back A22 recovers the ball and throws a forward pass to eligible A88 who is tackled at the B-3. The game clock reads 0:03.
RULING:
A, 1/G, B-3, snap (25).
Even though the ball failed to cross the neutral zone after the legal place kick, players of both teams are full eligible to touch/recover the ball and advance it, and any player of Team A may make a legal kick or a legal forward pass. A22’s legal forward pass is caught an eligible player of Team A and advanced legally to the B-3. Because there was a legal scrimmage kick made, this was a legal kick down; thus, the game clock stops at the end of the down and will next start on the snap, and the play clock is set to 25-seconds and will start on the referee’s signal.


6. 4/1 @ B-30. It is midway through the 4th quarter with the clock running and both teams have their full allotment of time outs remaining. Before the snap, legal substitute B21 running from the bench area requests a timeout just after being within the nine-yard marks. Subsequently, A12 takes the snap and drives for a 1-yard gain on the QB sneak.
RULING:
A, 4/1, B-30, snap (25).
A legal substitute may request a team time out after he moves inside the 9-yard marks. The time-out should be granted, and the game officials shall stop all action and return the ball to the succeeding spot, where 4th down will continue following the time out.

 
7. 4/10 @ A-25. During A98’s punt, B21 holds A55 at the A-19 after the kick crosses the neutral zone and before it was caught by B80 at the B-35. B80 returns the ball back to the 50.
RULING:
B, 1/10, B-25, snap (25).
B21’s Holding foul is a Post-Scrimmage Kick enforcement foul, and is penalized per 3&1 from the end of the kick. The end of the kick is the spot where B80 caught the legally punted ball (B-35). The 10-yard penalty takes the ball to the B-25, where Team B is awarded a scrimmage series.

 
8. 1/10 @ B-25. Team A, down by 4 points, snaps the ball with 12 seconds remaining on the game clock in the 4th quarter. A12 can find no receiver open, scrambles outside the tackle box and runs for 10 yards and is downed inbounds and the clock is stopped with 6 seconds remaining. The defense participated with 12 players on the field. Game clock and play clock?
RULING:
A, 1/10, B-15, 0:12 (4), snap (25).
Team B commits a foul for Illegal Substitution, with participation by all 12 players. Since Team A reached the line-to-gain, they will decline the 5-yard distance penalty. Since this foul occurred after the 2-minute time-out, Team A also has the option to have the game clock set to the time on the clock when the ball was snapped for the previous down, which they will elect, and the game clock will start on the snap. The play clock is set to 25-seconds, and starts on the referee’s signal.

3. I failed to acknowledge that Team A COULD accept the 10-yard penalty at the previous spot, and the kickoff would be repeated. Without time and score info, we can’t say 100% positively that Team A would choose the option to penalize at the previous spot, or take the 2-points on the safety, with a free kick to follow, that would likely give them the ball in good field position. We just have to get the option from the Team A head coach.
