Free Kick situation

Kickoff, A-35, 4:00 (3), A=10, B=14. From the legal kickoff, the untouched ball is rolling at the B-2. To prevent A88 from recovering the ball, B99 kicks the ball, which travels through B’s end zone and goes out of bounds beyond the end line.

As a ‘what if,’ would it make a difference if the ball came to complete rest before it was kicked by B99?

Result of the play is a safety as B99's kick of a loose ball adds new impetus.

For penalty enforcement: 10-2-4-4-a

This was a free kick, not a scrimmage kick, so PSK does not apply.
Team B foul, so the only option is enforcement at the previous spot.

If penalty was accepted
Illegal kick enforced 10 yards from the previous spot.
Kickoff A-45 free kick timings.


If penalty is declined
Team A is awarded 2 points.
Free kick after a safety B-20  free kick timings.

Yeah, previous spot penalty enforcement, or safety. That would be regardless if the ball was moving or at rest when the ball was illegally kicked.
The Illegally Kicking of the Ball by a defending team player does not change its status (still a scrimmage kick), but it does provide the impetus on the ball that becomes dead in the defending team’s possession (due to Team A’s scrimmage kick going out of bounds) behind the defending team’s goal. The natural result of the down is a safety - 2-points for Team A. If Team A elects, instead, they, may have the 10-yard penalty for Illegally Kicking of the Ball enforced at the previous spot and the kickoff repeated.
I posted this, because the same scenario seems to yield different results in another set of rules (as seen on a different forum on this site), and I just wanted folks operating under NCAA to know the rulings for NCAA.
