How are we supposed to know what team they are rooting for?

Considering the on field penalty is the not the first level of sanction, I feel the officials won't (or shouldn't) be responsible for noticing and calling it. Some off field administration would be responsible for addressing the first infraction and warning game day administration. If it continues, then I would assume they'd buzz down over radios or replay to tell the officials to enforce the penalty.

There's no way the on field officials will have the authority to issue $100k fines (or more), which they would have to do before it escalates to 15 yard penalty.

BYU is the road team and whole sections are chanting “F*** the Mormons”. I think we can figure out who they’re rooting for.

To ask game officials to monitor fan reaction is beyond the pale  :o. Our job is to keep the game under control and to add control of the frenzed masses of the field should be the job of campus police. hEaDbAnG

Recalling my daze of youth, attending a U-Maine, U-Rhode Island game. Our group developed the following chant (alcohol may have been a contributing factor :-[).....

  URI...URI...URINE

A campus cop arrived  P_S and told us to either stop or leave. We stayed and thereafter only cheered : GO MAINE  tR:oLl
With the stiff fines to the school involved, they could probably hire auxiliary officers or even activate the national guard. Our job is on the field and controling the sidelines NOT worrying of sounds from the stands.
