I was at a clinic this past Friday in which LeMonnier led our new rules discussion and his example was the following. "As a defender who just intercepted a pass is at the 5 yard line going in for a TD and a defensive lineman gives the throat slash to the QB who he just hit." This occurs at the 25 yard line. Ruling: live ball foul enforced from the basic spot, the spot of the foul, so it will be B's ball 1-10 at the 40.
He also said in regards to the statement of when in doubt it should be a dead ball foul, "if someone is on the goal line, he had better know where the runner is and there should be no when in doubt. That official had better know if the foul occurred before or after the ball crossed the GL and flag it appropriately." He does a great job with the rules!!
