Foul on scrimmage kick

I came across this on a website and I can't reconcile the answer they give.

A 4&8 at B28. A22’s field goal attempt is partially blocked and the ball
rolls out of bounds at the B10. While the ball was loose B66 clipped A77
at the B16.

The answer given is B 1&10 B8. 

The difficulty I'm having is this is a scrimmage kick, so the basic spot would be the PSK spot at the B10.  It seems to meet all the requirements for PSK enforcement.  The foul is by the team not in possession, so whether in advance or behind the basic spot the enforcement should be from the basic spot.  Or apparently not, since it's not B 1&10 B5.  Where am I going astray?

On an unsuccessful field goal attempt, the basic spot for PSK fouls is the previous spot (or the B-20, when snapped between the 20 and the goal). See 2-25-11-b Special Cases. Application of the 3 & 1 principal at the previous spot shows the enforcement spot to be the spot of the foul (B-16); 1/2 the distance from there yields B, 1/10, B-8.

So in this case the blocking is not considered to be touching by B?  That makes sense, then.  Thanks!

That is correct. If a kick is blocked, by definition, it has not been 'touched' for other rule purposes. The blocking is, effectively, ignored.
