Period extension on safety

A 3/10 @ A5.  QB A19 drops back and completes a pass to A88 at the A20.  A77 is called for holding in the end zone resulting in a safety.  At the end of the down, time has expired in the 2nd qtr.

Do we extend for the kickoff?  My gut says no, but I can't find it anywhere in the rulebook.

I can't find anything that classifies this as a loss of down penalty, or anything else that exempts this as if it were loss of down.

Doesn't make intuitive sense, but absent a rule, I guess you would extend it.  Of course, if I'm the kicking team, all I'm going to do is put the ball on the tee, knock it over, and fall on it.

Don't have rulebook to cite, but I do recall that we don't extend the period after a safety.

You would extend the period in the example given above.
If there is a score and a live ball foul (not treated as dead ball) by the nonscoring team during the down in which time expires -
 Touchdown - the period is extended for the try only, not the kickoff.
 Field goal - the penalty would have to be declined for the score to count so no issue with extending for a kickoff.
  Safety - if due to acceptance of a penalty, there is no reason not to extend the period as long as that foul did not include LOD provision. Note -the next play is NOT a kickoff by definition, but is a free kick after a safety. There is no occassion I can think of to extend a period for a kickoff with an exception for that last timed play actually being a kickoff.

Note -the next play is NOT a kickoff by definition, but is a free kick after a safety.

Despite the rule book wording, statistically, it is counted as a kickoff regardless of the type of kick used.

If they were down, there is no way they can score aside from a miracle.  All the receiving team has to do is have someone field the kick and take a knee if it's near the end zone, since the kickers can't advance if the ball is loose.

Those are valid arguments for this particular play - time expiring in the second quarter.  But what about at the end of the first or third quarter ...... and toss in a gale wind to the mix?

Same rule has existed in Federation "forever"; and the interpretation is simply that you have the offending team kick off in Q2 and Q4 after changing ends. At the end of the half and the end of the game, no kick off.  I would assume the NCAA would have you do the same thing - wouldn't they?? :-\

If any team commits a live ball foul and the penalty is accepted, the period is extended.  The lone exception would be those that include a loss of down.  There is an AR or bulletin that has a play that extends the period for the kick.

I may be wrong, but I believe what I've added is the key point. See Rule 3-2-3.

I thought so too, but you and I are both mixing up NCAA and NFHS here. No such rule in NCAA.

I think its always helpful to actually quote the rule:

ARTICLE 3. a. A period shall be extended for an untimed down if one or more of the following occurs during a down in which time expires (A.R. 3-­2-­3-­I-­VIII):
1. A penalty is accepted for a live-­ball foul(s) (Exception: Rule 10-­2-­5-­a). The period is not extended if the foul is by the team in possession and the statement of the penalty includes loss of down (A.R. 3-­2-­3-­VIII).
2. There are offsetting fouls.
3. An official sounds his whistle inadvertently or otherwise incorrectly signals the ball dead.
b. Additional untimed downs will be played until a down is free of the circumstances in statements 1, 2 and 3 of Rule 3-­2-­3-­a (above).

10-2-5-a deals with plays ending in touchdowns, so not relevant here.

The Approved Rulings deals with a loss of down, which also isn't in play here since the penalty for the foul does not include a loss of down.

Thus, the express wording of the rule means a free kick after a safety will be done on an untimed down.

Team B is allowed an untimed down (free kick) untill the next down that will be timed
