Since there was actually contact, we will only throw the team B foul for running into the kicker, and tell the punter to get up and stop acting!

I would not endorse making a 9-1-16-b call, but sternly warn the punter that if he does it again, he will get a flag.  Although, this is a test question and if it were described in a a way that there was no contact, my guess is that they would be looking to make the call on the punter.

I am not an CFO official but I want to learn the rules and mechanics for when I try to make the jump.

I'd recommend downloading the NCAA rule book and IR book (both free PDFs) available on the NCAA website and take the test open book.  If you have any particular questions, ask here.  I think that's way more valuable than having the key.  Just my opinion.  Best of luck in your quest
