Another test question, PSKE and impetus

4th and 8 from B's 45. A-4 punts the ball. As the ball is rolling around on B's 6 it is batted by B-23 in the direction of his endzone. The ball is recovered in the endzone by B-24 and advances to B's 7 where he is tackled. During the kick and before the bat by B-23 there was a holding by B-76 at B's 8.


Because the kick ended in the EZ I want to say this is a safety because of the new impetus by the bat.
2-25-11 says the PSKE spot is the 20 though because the kick ended in the EZ, so the next play would be
B's 1&10 B's 4, Snap -

Edit to correct the question. The holding was at B's 8 not the 28.

Nice catch. Actually it would be 1st and 10 at B-7 as the basic spot is B-20 and the foul is in advance of the basic spot, thus it is more advantageous for team A to decline the penalty (penalty would result in 1st/10@B-10).

Does the foul qualify for PSKE?  Yes

SInce the kick ended in the EZ (immaterial who caused it to be there), where is the PSKE Spot?  20

Foul occurred in advance of that spot so enforce from 20 (if accepted but it will not be).

Thanks for the quick replies. I notice I had typed the spot of foul wrote, should have been B's 8, not the 28 (that is why I originally put the SS at B's 4).

Is there a difference? It's still a foul before the end of the kick.

Personally, I don't think so.  But the wording of the play hints at the possibility of a difference.
