Field goal missed where do we spot ball

Team A lines up for field goal. Kick is blocked and goes to B's 9 yardline where A recovers the ball. Whistle is blown and play is dead.

Where will the new series for B begin???

The end zone has nothing to do with it.  Untouched by B. Kick ends beyond the NZ.  Previous spot inside the 20.  We go to the 20.

EX:  A's ball 4/7 @ B19.  A's FG attempt is short in the EZ.   B's ball 1/10 @ B20.  Or A's FG attempt is dead @ the B3.  Same result.

So the NCAA does not consider a FG attempt to be a scrimmage kick - which, if it crosses the ENZ, would belong to B where the ball becomes dead?

What is the reasoning behind such a ruling?

To make the choice of kicking a field goal have a trade-off.  Every time a team crossed the 50, they'd try to kick a FG instead of punt. Best case, you get 3 points, worst case, play results in a touchback.

However, an unsuccessful field goal attempt untouched by B is a special rule, and the ball is returned to the previous spot, if the previous spot is outside the B-20. Before this rule, Team A would attempt long field goal attempts knowing that the worst they would get out of it would be a touchback for B. That was as good as a punt in many cases. So, to make the game more competitive, they put in this rule. Now, Team A has to decide if the risk is worth the reward for those long field goal attempts.

This does make some sense...I didn't think about the return to the previous spot

I'm not sure it makes the game "more competitive"; but it does make a miss more punitive!
