Does the B drop his bean bag?  Is that the right tool at the wrong time or the wrong tool at the right time.

 And to quote another person, don't know if he sings or not, El Macdaddy...This is what can happen when you work with the bean bag in your hand

PS Play made the CFO video released today.  RR says no RTK and no KCI  (No mention of the bag)

So we can see that the bag is clearly out prior to touching by either team but who actually touched the ball first here?  In the slo-mo clips looks like the B returner completely whiffs on the ball trying to short-arm the catch (maybe because the A defender is in his face?), and then the ball hits the ground and hits the A defender's lower leg/foot first?  In any case as the ball is coming down it's actually closer to A than B at the instant that it's first within catchable range.  In a "what if", what if the returner had fully extended his arms and reached for the ball, and just as the ball hits the hands the A defender hits the ball - then would we have a KCI call?

But this B appears to pull his bag from his belt and toss it, all in one motion.  He doesn't have the bag in hand from the get-go.  There ain't no good way to work these plays in a rush.

this play is part of the post season package that the cfo released today.

How nice of these two teams to come up with a play for RR to use concerning what might or might not count as KCI for being in the mini-halo, and for what might or might not be KCI because the reciever has possibly given up his attempt to catch the kick too easily.  Can we put them on retainer and just have them do weird stuff like this every week?

International mechanics require the deep officials to "Have a bean bag readily available". We changed this some time ago from having it in your hand because we realised that if you have it in your hand you can't use that hand for any other purpose (e.g. throwing a flag).
