That’s marginal. Not exactly “initial”, but there isn’t really a second action. Technically, he does take three steps - stutter steps - before he dives. If I was an NCAA coordinator, I’d support the official, for a call OR a no-call.

Since this is a safety foul, I'd err towards saying not initial charge.  I'd give him two stutter step, but not three, like basketball LOL.

He's cutting a pulling guard.  We've been told since the last low block rule changes that this is a foul. I don't see this as "initial line charge" at all.  "Initial line charge" allows a defensive lineman to cut the lineman(men) in front of them, more or less, right?

That's why I kept saying last year that Shaw needed to make huge clarifications to this rule, but he didn't do it. It's a mess.

My crappy phone I didn't have a clear view of the play when I made my original comment.  Indeed the pulling linemen getting blocked below the waist would be illegal.  I have heard this from Shaw in a clinic.

I agree here.  We're pretty liberal when cutting the players in front of you, but cutting a pulling guard is a pretty easy foul, IMO.  They definitely don't want the pulling guard to be cut.
