Blocking Below the Waist?

On a FG attempt both guards go from an elbows on knees posture pre-snap to, at the snap, staying stationary and putting both of their hands on the ground so they were in a "touching their toes" position with slightly bended knees. The defenders attempted to climb over them and were unable to move forward due to their position. Sorry I have no video but, if you can picture this, would it be considered blocking below the waist?

No, stay away from calling this.  Let the offensive linemen "step down" into the gap.  They're not cutting anybody.

Linemen in the tackle box may block below the waist from the side or front, so there is no foul there.  Technically, that doesn't apply to 'normal' tight end.  But stay away from that.

But they can't block low when there is a kick, right?

Well, there I go again...

You are correct, sir.  Just had tunnel vision on a non-kicking down.
 
Still, leave this alone, because, by definition, blocking is "intentionally contacting" an opponent.  In this case, it is the defender's choice to make contact with the offensive lineman, not an intentional action by the kicking team player(s).  The kicking team would be more than happy to not have any defender's rush the kick, and make no contact at all.

Agreed. Both players often are going low but it's different than a standard cut block. That will jump out at you if it happens.
