What would NFHS Rule be?

The ruling would be the same, SAFETY.

But look at 8.5.3 situation A

and rule 8.5.3c

8-5-2b refers to forcing the ball over their own goal line.  This play forces the ball over the opponents goal line.  Therefore "Touchback".

The Receiving Team did not possess the ball at any time that I can see in the video.  The ball was loose at all times, so it is a muff.

In NFHS a new force can be added to a grounded fumble, which is what this was. B put the ball into the end zone, and so A is awarded a touchback.

Once the ball was fumbled, I didn't see any muffs by A until the ball reached the EZ = touchback.

FED: I have a TB.  The ball was never going to go into A’s EZ with the initial force of the fumble.  It was B’s muff(s) that provided such force.

Safety in NCAA.  Muffs cannot add force/impetus in NCAA unless the ball is completely motionless.
