Touchback or not??

K punts - ball is rolling near R's goal line.  K45 overruns the ball and crosses R's goal line.  While standing in the endzone he downs the ball on the 1 yard line.  Ball never touches the goal line.

Can't seem to find a definitive answer in rule book as to whether it is a touchback or R's ball on 1.

Looking at rules for touchback and first touching I see nothing transferring a ball recovered by K on the 1 into R's endzone for a touchback. I'd use 6-2-5 and the fact we haven't satisfied 6-3-1 and argue if he fully possesses the football on the one-yard line we put the ball in play 1 @ 10 at R1.

Unlike some codes, K player's location (unless he's OOB) isn't relevant, only location of ball is = B's ball @ B's 1.

One says touchback...one doesn't?  What is it?  I would say B's ball on the B 1 yard line, 1/10.
