Ilegal participation by b

If B is going towards sideline and goes out of bounds on his own. He was running and went to wide and missed the tackle.He then comes back in bounds and makes the tackle. Do we have illegal participation on B or not? If so where would the penalty be enforced from?

No IP. B didn't intentionally go OoB and return, so this is not a foul.

There are two was to go OOB, you're either forced by an opponent, or you're responsible.
