Foul on the last play of the game

Assume time expired during the play.

A 4 and 5 @ B 8.  A is down by 6 points. On the last play of the game QB A1 runs a QB draw up the middle and is tackled at the B 1 yard line.  After A1 is down B99 late hits the QB.

Since the late hit occurred after the play is over, I don't think we can give the offense another play according to the rule change.

Even under the old rule we wouldn't extend the period for a dead ball foul  and if it had occurred before time ran out and had A not made the line to gain (not your scenario I know) then they would turn the ball over before penalty assessment.  In your scenario the only way this penalty gets assessed is if we're going OT.

If it was an ejection worthy foul, you could report it to the state.  A kid shouldn't be allowed to get away with a foul like that just because the game ended seconds before.

Anything less, and it's not your problem.  Game over, go home.

Actually one other way this could be assessed. If somebody else  had a live ball foul against B during the down. Then you would penalize the live ball foul first, then the dead ball foul then extend the period for an untimed down providing time expired during the down

We would report this to our state HQ. It's likely that the school would be fined, and the individual penalized if he has remaining eligibility in another sport.

Make sure you do flag the late hit even though it occurred after time ran out. 1) in case you have to eject or report to your state. 2) in case someone had a live ball foul during down and you are extending period. 3) even if you're not going to be reporting or enforcing having the flag on the ground might prevent the retaliation and riot likely to ensue. Hopefully Ref is miked so he can explain why no enforcement and extension because you know every amateur official in the stands is going to be screaming "you can't end the period on a penalty".

As with all decisions to deliver a "cheap shot", the decision is made by the player.  When it's delivered after time has expired, the game is over and the consequences of that decision still matter, and should be applied. The contest, is however, over and the consequences should be delivered by the appropriate authority, likely some governing body responsible for the contest, ans should absolutely be reported to that governing body for whatever discinplinary action THEY decide, to serve as an instructional lesson to the guilty player.
