FWTW, here were my answers to Quiz 5:

1. B, 1/10, B-25, snap (25). Batting a ball in player possession is not a foul. When A11loses possession of the ball via B87's bat, the state of the ball is a fumble.  So, when B87 recovers the ball (assumed to be "down"), the ball belongs to team B, and Team B is awarded a series. Game clock starts on the snap, and the play clock is at 25 and starts on the R's signal.

2. A, 3/G, B-10, snap (40, and running).  When A88 steps OB (assumed to be voluntarily), he becomes ineligible. Pass interference rules do not apply to ineligible players, so B21's contact (assumed to be neither a UNR nor DH) is not a foul.  Since A88 was airborne from OB, if he touched the ball, that simply makes the ball OB and dead, and is NOT an ITP foul. This just an incomplete pass.  Game clock starts on the snap, and the play clock is at 40 and starts when the ball becomes dead on 2nd down.

3. A, 3/G, B-10, snap (40, and running). Since A88 was airborne from OB, when he touched the ball, that simply makes the ball OB and dead, and is NOT an ITP foul. This just an incomplete pass.  Game clock starts on the snap, and the play clock is at 40 and starts when the ball becomes dead on 2nd down.

4. A, 3/10, A-25, ready (25).  Snapping the ball before it is ready for play is not a legal snap, and the ball does not become alive. This is a five-yard penalty from the succeeding spot. The game clock is "status quo" (whatever is was doing when the foul occurred), and the play clock is at 25 and starts on the R's signal.

5. 4/5, A-25, ready.  Since B66's injury occurred with less than 1 minute in the 4th period, Team A can elect to have 10 seconds subtracted from the game clock, setting the game clock to 0:39. Since the play clock would be set to 40 seconds, and the game cock starts on the R's signal, Team A does not have to snap the ball, effectively ending the game.

6. A, 2/5, A-30, snap (25).  Defensive holding by B55, during a legal forward pass. The basic Spot is the Previous Spot, so the 10-yard penalty is enforced from the previous spot. Since the ball is first touched behind the NZ, the pass did not cross the NZ, so the down is repeated (no automatic first down). Game clock starts on the snap, and the play clock is at 25 and starts on the R's signal.

7. A, 1/10, A-40, snap (25). The block of the kick is immaterial. When B41 muffs the ball at the 50, the ball has officially crossed the NZ, ending Team A's series, and Team A becomes eligible to touch the ball. So, A21's recovery of the ball is legal, and A gets a new series. Since this was a legal kick down, the game clock starts on the snap, and the play clock is set to 25, and starts on the R's signal.

8. A, 3/5, A-30, snap (25). Defensive holding by B54. The basic Spot is the Previous Spot, so the 10-yard penalty is enforced from the previous spot. Since A66 is not eligible, the down is repeated (no automatic first down). Game clock starts on the snap, and the play clock is at 25 and starts on the R's signal.

My best guess.

9. A 2/goal/B3, clock on ready, 40 seconds.  Once a player is ruled OOB, replay cannot put him back in unless he scores in the immediate continuing action.

10. A 1/10/ B15, clock on ready, 25 on play clock. Not reviewable.  This is not a foul replay can create. Casebook play 17 is similar.

11. A 1/10/ B28.  The yardage difference is enough to reverse the ROF at this part of the field.

12. Safety 2 points for team B.  Free kick A 20, free kick timing.  A player OOB is reviewable.

I have the same for Q.1 to 8 and, as always for an IFAF official, have left the replay section well alone.  ;D

Answers are out. 1-8 and 11-12 as above are correct.

#9 is reviewable and is turned to a touchback because the ball went OOB (behind on the goal line) in the immediate continuing action (rule change last year).

#10, unless a rule change this year, seems to be wrong in the answers. They say it's reviewable and can be made a foul as long as the player went OOB on his own. But it's not a foul listed in 12-3-8 that replay can create, so I'm not sure why they are saying it is. Oddly enough they can make this a foul for touching a pass after going OOB on their own, but not a kick. Maybe they are trying to expand the rule to cover both.

Case book play 17 specifically states that replay cannot create a foul for A going out of bounds on a free kick.  Seems like the same logic would apply in the case of #10.   Maybe it will be taken care of when the new replay book comes out.

Asked Blandino, and he said this is a change for 2020.  He will post more info next week on Arbiter.

Item 4, S/B’s answer says “delay of game,” as does AR 4-1-4-I.  But, the penalty statement of the rule directly specifies signal 7 (dead-ball) and signal 19 (rolling arms). If they want it to be “delay,” OK by me, but edit the rule accordingly.

And, since, for many years now, we’ve been told not to use S7 for pre-snap fouls (only for fouls after a down) they should also edit the rule  accordingly.
Not earth shattering crises but worthy of correction, one way or another.
