Batting a scrimmage kick

Team K has a 4th and 9 at the R-48 yard line and is in punt formation .  Kick hits at the R-20 yard line and is bouncing toward the R EZ untouched by either team when K18 dives and at the R-5 yard line forcefully bats the ball back up field where it ends up going out of bounds at the R-28 yard line.  There is a flag on the field at the R-5 yard line at the spot of the bat.  What do we have and where will R start their new series?

If there’s no R player in position to catch the kick, then there’s no foul.  R 1/10 from the R-28.

If it's grounded it's not a foul. It's first touching by K and R can take it there or the result of the play. In this case, result of the play makes sense. R28.

If there’s no R player in position to catch the kick, then there’s no foul.  R 1/10 from the R-28.

OK - On this play in recent game, R was offered the ball at the spot of first touching (the 5) or enforcement for the "illegal batting", 15 yards from the 5. Ball was snapped from the R-20 yard line after the "enforcement".  Ignoring the fact that this was not an illegal batting foul, the R-28 dead ball spot should have been offered as one of the options as confirmed by bama_stripes, no?

If the call was illegal batting, it was a foul by K during a scrimmage kick. At least one of the options should have been a 10yd penalty from the succeeding spot. The R28. The other option for illegal batting should have been 10yds from the previous spot and rekick. Since it was a foul by K during a kick. I can’t think of an enforcement at the spot of the foul in this case.
