What year did they make this change?

10.4.2 Basic Spot Exception The basic spot may, at the option of the offended team, be the succeeding spot for fouls by K during a legal free or scrimmage kick ...

Twice this year I've worked sub-varsity games with officials who did not know this.

It was passed overwhelmingly in 2018. Some referred to it as "PSK for all".

IMHO, the benefits were.....

(1) It penalized the cheap foul on short punts while the ball is rolling ,K knocking down R, R would probably take the good field position and decline the penalty;
(2) Reduce the number of re-kicks, as taking both the ball and penalty would often be the best choice.

Some unintended results are....

(1) Tack-on to missed FG > EZ > TB + Penalty;
(2) OOB free kick = OOB spot + 5 OR 25 yard award.

I can live with the unintended results....I welcome the intended ones

I observed a JV crew this week that placed the ball at the R-40 after a kickoff OOB at the R-15.   hEaDbAnG
