A little tricky - Team A player OB

4/10, A-30, 4:00 (1), A=10, B=7.
After the snap, A88, running near the sideline while A11 legally punts the ball, steps completely out of bounds to successfully avoid contact with defender B99. A88 takes several steps in the restricted area and is then blocked by B99 who is also completely in the restricted area. A88 fights through the block and returns inbounds, where he shoves B66 aside to tackle ball carrier B22 (who had caught the kicked ball at the B-20), where they both fall to the ground at the B-30.
Ruling:


4/10, A-30, 4:00 (1), A=10, B=7.
After the snap, A88, running near the sideline while A11 legally punts the ball, is blocked by B99 in the field of play, which causes A88 to step completely out of bounds. A88 takes several steps in the restricted area to regain his balance and is then blocked again by B99 who is also completely in the restricted area, having crossed out of bounds at the A-40. A88 fights through the block and returns inbounds, where he shoves B66 aside to tackle ball carrier B22 (who had caught the kicked ball at the B-20), where they both fall to the ground at the B-30.
Ruling:


Kickoff, A-35, 12:00 (2), A=3, B=10.
After the ball is kicked, A88, running near the sideline while A11 legally place kicks the ball, steps completely out of bounds to successfully avoid contact with defender B99. A88 returns inbounds, where he shoves B66 aside to successfully recover the untouched bouncing ball at the B-45.

Are we to assume that the first two are punts? Play 2 says the kicked ball, but does not specify.  #1 does not say anything about a kick. But assuming they are:

Play 1: A88 fouled when he came back inbounds after being voluntarily out of bounds during a scrimmage kick play. B99 also fouled when he initiated a block with both players out of bounds. All PSK requirements are met, so Team B can choose to offset these fouls and replay the down or keep the ball after enforcement of the penalty for B99?s foul. Not enough information to say exactly where Team B would get the ball if they chose to decline the penalty for A88?s foul.

Play 2: Because A88 was forced out, he has not fouled when he returns inbounds. B99 has fouled for being  out of bounds and blocking an opponent who is also out of bounds. Again all PSK requirements are met, so Team B can keep the ball after enforcement. The basic spot is the PSK spot which is the end of the kick, the B-20. The spot of the foul is where B99 crossed the sideline, the A-40. So the penalty will be enforced half the distance from the B-20 to the B-10.

Play 3: Because A88 went out of bounds on his own during the kick play, he fouls when he returns inbounds. His recovery is legal, so the only enforcement spot is the previous spot. Team A will kickoff from the A-30. Bonus info: because A88 touched the ball, this foul is reviewable by instant replay.

I was trying to make the point that a player who returns inbounds, even illegally, is not restricted in his actions on the field, any more or less than any other player. He may block. He may touch the ball, which may be illegal touching (violation, not a foul), or may be completely legal. He may tackle a ball carrier. But, he did commit a foul by re-entering the field of play. Kinda like going to a party to which you weren't invited. Eat all you want. Socialize all you want. But leave $10 with the organizer before you leave. :)
