Pittsburgh's Vs Baltimore

For those with NFL Game Pass... (sorry can't find a video clip)

4th Q, 38 seconds remaining in Pittsburgh's game with Baltimore.

A72/A53 chop block on the outside against B96.

Would you call it as a chop block or BIB or both?

Who should have picked this up, the U and/or the HL?

Not sure of the pro rule but in NFHS this would be a chop block although it is not your usually chop block. As far as who should get this, the U should be transitioning towards the point of attack after the ball is thrown, picking up the blockers in front of the runner. Wing should be looking towards the same area as the ball comes across the LOS.
