2022 UIL Football, of course. Shouldn't be too tricky, if you've been paying attention.

1)
1/10, B-30, 6:00 (1), A=7, B=0.

Team A is in a standard offensive formation with seven (7) linemen, i.e., snapper in the middle, guard and tackle on both sides of snapper (with average splits) a TE, and a SE. Back A88 is split wide; back A48 is in a wingback position, with both feet entirely outside the tackle box. A12 is approximately 7 yards behind the NZ, directly behind the snapper. A39 is slightly behind and to the left of A12.
Team B has three players in three-point stances within one yard of the NZ, and within the width of the tackle box.
All players are stationary when the ball is snapped.

A11 receives the snap and takes two steps backward, then stands, looking for an open receiver. 'Guard' A61 charges directly forward and blocks B55 at the side of B55's knee at the A-30 1/2.  Tackle A78 raises momentarily from a hands-on-knees stance, then dives directly forward and contacts B79 at the knees, within B79's area of concentration. Tackle A71 steps backward to 'pass block,' and blocks B99 past A11. B99 turns and moves toward A11. A39 then dives and contacts B99 at the knees, within B99's area of concentration, and while moving toward his own goal line. Immediately after the snap, B66, positioned within one yard of the NZ and within the width of the tackle box and stationary, charges directly forward and blocks lineman A66 at the knees and from the side, in the neutral zone.

A12 throws a forward pass to A88 one yard beyond B's goal line (in the end zone). A88 jumps airborne, grasps and firmly holds the previously untouched ball above the 50, where he is contacted by B45. A88 returns the ground and stays on his feet at the B-1, while maintaining his firm hold on the ball. A88 then attempts to advance the ball, but is tackled and downed at the B-3, inbounds.

Ruling:

Explain why each action in this down is a foul, or is not a foul, and the result of the down.

2)
1/10, A-30, 3:00 (3), A=17, B=24.
After the snap, A66 (a lineman immediately next to the snapper at the snap) steps back and begins to move laterally behind the NZ. B99, a stationary player within one yard of the NZ, initially charges forward, but then rises to an upright position, looking for someone to block. B99 sees A66, inside the tackle, and dives at A66, within A66's area of concentration, contacting A66 at the knees. BC A11 is still within the TB when this block occurs. A11 runs out of bounds at the A-35.

Ruling:

Explain why any action in this down is a foul, or is not a foul, and the result of the down.

1. Block by A61 legal- initial charge not more than 1 yd beyond NZ so still in tackle box. A78 block legal- in tackle box, 10-2, ball in tackle box. Block by A39 legal for same reasons as A78 (the new language has made this legal now where it used to illegal). Block by B66 is legal. Result of the play is a touchdown.

2. Foul by B99 for BBW. After the initial charge the defense cannot go low, irrespective of concentration, where it happens and where the ball is. Result of the play Team A 1/10 at 50, 25, snap.

Yep. In 1), everything is legal, and, by the AR change makes A88's catch a TD. (Thanks for not pickin' me apart for saying that A88 held the ball firmly "...above the 50...", when I meant to say 1 yard beyond B's goal line. I first started to have this catch occur in the field of play, but then changed my mind.)

In 2), Team B has greater restrictions regarding blocking below the waist than Team A does. In this case, Team B may not block below the waist - period - even though some Team A players may still be able to block below the waist at that same moment, and location. Just the way it is, and the NCAA are aware of this, and are OK with it.

Thanks.
