Penalty Enforcement

Quick question regarding penalty enforcement on a running play.  Just want to clarify this so I'm sure that I understand the enforcement in high school rules.

1/10 @ A-20. A7 drops back in the pocket and is sacked at A-10. During play A56 is called for holding at A-17.

Enforcement of the penalty would be at A-10 where QB was sacked?

that would be correct... This isn't the NCAA.

I'm walking off 10 yards from the A17, and replaying the down under the All But One Principle.

Better keep walking.  All but one says all penalties are enforced from the basic spot except one: fouls by the offense behind the basic spot.  QB was sacked, which is a run play, so what's the basic spot?  Where the run ended.  Since the foul ISN'T an all but one exception, it's marked from the end of the run.  As unfair as that is to the offense in this case, that's the FED enforcement.

Half the distance from the end of the run partner, not spot of the foul.

However, most coaches are going to decline that 5 yard penalty.  ^no

And I'm pretty sure you wouldn't be walking off 10 yards from the 17. I'd say a good 98% of the coaching staffs would call it to your attention that you should be walking off 8.5 yards as half-the distance to the goal is the correct enforcement..........But......The enforcement spot should have been the 10 yardline anyway!
