Rule Change Foul Enforcement Issue

Here's a scenario I observed while watching some film yesterday that involves the rule change that periods would not be extended for an untimed down in the 1st or 3rd period. 

Team A is trailing by 1 point with 2 seconds remaining in the 3rd quarter.  They are facing a 4th & 12 from the B40.  They attempt a FG and miss (wide but with plenty of distance) but B is offside at the snap.  Therefore, team A obviously elects to accept B's penalty and now face 4th & 7 from the B35.  The crew flips the field and moves to the 4th quarter forcing team A to replay 4th down.  The problem here is the wind was blowing about 25mph and when team A first attempted the kick the wind was at their backs and now, because the crew did not give the offended team the option, forced team A to replay 4th down into the wind and team A did not reattempt the kick and it may have been because the felt the kicker could not make the kick now into the strong wind that was blowing in their face. 

Thoughts Anyone?

This was brought up at the high school and college levels and when the rule was announced. But Shaw and company have been very clear that the period is still not extended. Whether we like it or not, there is no provision that lets us take factors like weather into account. The period is over.
