IR situation

Here's one that perhaps points out a clock problem with an IR reversal.

1.  A is behind by 2 points, has no TOs left and the clock is winding down to zero.

2.  They throw the ball to the sideline to a receiver at the 10 yard line going in who appears to catch the ball and then immediately steps out of bounds.  The clock is stopped with 1 second left so the FG team can come on and kick the winning FG in the BCS championship game (just to spice it up a bit).

3.  However, the covering official rules incomplete judging the ball was trapped.

4.  IR reviews and changes it to a catch at the 10.

When does the clock start?
What if the clock ran out on the play but IR can see that it was at .5 seconds when the official signaled incomplete?
If the clock is set to .5, realistically can A get another play (FG) off?

Remember, if the official "correctly" calls the play as a catch - there would be 1 second left, and a dead clock allowing A to do just what they planned - the  winning FG.

Since IR is ruling the receiver caught and stepped out, start on the snap. 

Even if clock is at .5, if it is not starting until the snap, they could get the play off.  And even if the clock was starting on the RFP, if the teams were told it would start on the RFP anmd they were ready to go, the snapper could snap on the whistle and get the play off

agree, but now have the receiver catch the ball and take say 2 steps before going OB.  We might be stuck with starting on the ready since the official ruled incomplete pass - don't think we can allow any run after "catch."  your thoughts?
