For Dr Redding to put this out in mid-season means he is serious about it and has seen violations.  I wonder how many coordinators/supervisors will tell their guys to ignore?

TO:  Head Football Coaches and Coordinators of Officials.

FROM:  Rogers Redding, secretary-rules editor
               NCAA Football Rules Committee.

SUBJECT:  Towels.

Several NCAA institutions have requested clarification regarding attachments to the player uniform, specifically towels.  The rules governing these towels are listed below. 

Players are allowed to wear towels as optional equipment under Rule 1-4-6-a.  The requirements for towels are that they:
1.   Must be solid white;
2.   May be no smaller than 4" x 12" and no larger than 6" x 12";
3.   May contain the team logo and a single manufacturer's or distributor's normal label or trademark.  The label or trademark may not exceed 2.25 square inches in area; and
4.   May not contain other words, symbols, letters or numbers.
The rule further states "towels that are not solid white are not permitted."  Towels that do not meet these specifications are illegal equipment by definition.  Players who wear illegal equipment are not allowed to play (Rule 1-4-8).  If an official discovers illegal equipment, the team is charged a team timeout.
