I didnt think about this until I read the story.
It seems a business that has revenue to make by doing these inspections/reconditioning would be open for that part of their business.
....and with the inventory of helmets D1 colleges have it doesnt seem to be an issue for them. and for the remainder of NCAA schools it seems they would have gotten the ball rolling with this soon after spring practice was cancelled. - unless they were locked out of their facilities.

With the schools closed/ shut down, likely could not get in. Also likely not on the Administrators radar.

It says Schutt and Riddell are closed.  I guess if the employees can't come to work, the helmets are all just sitting in piles, waiting.

by no means am I familiar with the facilities/operations of the helmet makers, but it seems to me there's a demand to have this task fulfilled while keeping socially-distanced.

Schutt is based in Illinois.  Not sure about Riddell but they have a warning on their main page advising that orders would be delayed.

Maybe they didn't pay off enough politicians to get considered essential.

The helmet reconditioners are in different areas of the country.  The manufacturers (Schutt, Riddell, Xenith, etc) contract out the reconditioning to a few regional shops.  The one in Texas (yes ONE) serves, Texas Oklahoma, Louisiana and much of Arkansas.  I don't think they've reopened yet.
