The correct enforcement?

4th and Long, A punts, while the ball is in flight, B commits a PF against A. B catches the punt at the 30, and returns it to their 40.

Does A get the opportunity to accept the foul and rekick from the mark-off, or does the penalty get marked off from the end of the run - succeding spot since it was a lose ball, or is the penalty enforced from the end of the kick (the 30)?

Unless the PF occurred behind the expanded neutral zone, such as roughing the kicker. (2-16-2h3)
