Another Discussion Question

Second and 20 for team A from team B's 32 yardline. B1 is flagged for roughing the passer. A2 catches the pass, runs to team B's four yardline and fumbles. The ball strikes the goalline pylon.

Is the penalty enforced from the B4 (EOR) or does the touching of the pylon by the ball cause a change of possession on the play for a touchback making the enforcement spot the previous spot

Previous Spot.  The penalty is otherwise from the dead ball spot which can't be done here as you said due to B having gained possession on the TB.

Dead ball enforcement spot doesn?t apply after a COP.

This rule has not changed. Look at 9-4-4 in the penalty section. It explains it clearly. And actually uses the correct language. Notice it never says the penalty is enforced from the succeeding spot. It?s enforced from the dead ball spot, unless the dead ball spot is behind the line or there?s a change of possession and B has the ball at the end of the down. If that happens it?s enforced from the previous spot.
