Are headgear worn under the helmet with tails or materials hanging out the back of a helmet legal?

No, and it is important the all exposed "tails" or sweatshirt hoods be tucked away and not exposed for an inadvertent grab by a tackler.  That can be a major safety issue.

Tuck it in or take it off is our procedure for head wraps.  Bandanas were banned by the state years ago.
