Is this a violation?

The QB assumes his position to receive the snap from center, his hands are under the center, the QB barks out signals then he walks backwards and looks at his sideline coaches who then signal in the play.   The question I have is the QB allowed to go under center and then back away.....and is there any type of intentional deceiving going on?

Perfectly legal as long as his motions don't simulate the snap.  If so you have a false start.

The only ones who can't "back-up" from where they got to are the lineman: the snapper, once he puts his hand(s) on the ball, cannot remove the hand(s).  For the other linemen, once they put a hand down on, or near to, the ground, they can't lift it up again.
