Does there have to be contact for a tripping foul in NCAA or just an attempted trip?

Unfortunately, the the definition doesn’t explicitly specify that there must be contact, but I don’t know anybody involved in FBS officiating that would call, or support, tripping without contact.

I would say yes, there has to be contact based on the definition.  "Tripping is intentionally using the lower leg or foot to obstruct an opponent below the knees."  It's like any other blocking foul.  An attempt to chop block that has no contact would not be a foul.
