Question for the long-termers: penalty signal from 1969

Saw a penalty signal I couldn’t find  anywhere on the internet in some old footage from an NCAA game from 1969.

4th and 7 from the A 38. A punts. B returns to the A40 and a flag is thrown in the trailing action about 5-10 yards behind where the play ends. Referee makes what looks like today’s fair catch signal against team B, waving his arm out to the side. Penalty is declined, first down B. Does anyone know what that meant?

I think that used to be unnecessary roughness?  That's a guess.  I think the CFL still uses that signal, but probably less exaggerated today.

When I started, PF was waving one outstretched arm up and down. USC was waving both outstretched arms up and down ,sorta' like you were trying to fly. If a team had used all their TO's, you would signify by pretending to pull a steam whistle three times.....ARH, BUT THOSE WERE THE DAYS tR:oLl

Some guys still do that today! (In high school)  They even blow the whistle with it too.

...and I believe it was signal #44, labled: "Pushing, crawling, helping the runner and interlocking interfernce". ..All 15 yarders. SOOO MUCH FUN !!!

According to my fountain of all knowledge of such things (i.e. "Anatomy of a Game"), Crawling was an illegal dead ball advance rule introduced in 1910 and removed from the book in 1991.

Pub crawling does still occur as one tries to sample  beverages from nearby bars. Current penalty : hangover, confusion, where did I leave my Red Sox cap?==if you're lucky  :!#...DWI if you're not. pi1eOn :puke:
