4th down and 8 for A on B's 40 yard line. A1 is running to his left,towards the chains side, and gets hit and knocked out of bounds short of the line to gain. After the official signals time out and the play is over B2 comes in very late and hits A1. The HL throws his flag and has a personal foul on B2. The question is on a 4th down play when does possession end? My thought is that B2 is penalized 15 yards and it is 1st down for B.
