Ineligible Downfield

3rd and 4 at the 50 yard line.  A is in shotgun formation with TE A85 lined up right next to the tackle.  Wide out A86, outside of A85 comes up to the LOS and indicates to the wing official that he is "on the line".  Play breaks down and QB is scrambling when he finally drops a short pass over the middle to the B-45 yard line where it is caught by A85.  Do we need 1 or 2 flags down for this and do we offer the choice of penalties to team B (Ineligible Downfield / Illegal Touching), or just automatically enforce the Illegal Touching since it also carries a LOD?
