I can't believe that I still get this question from coaches. Ineligible receiver down field, "Isn't that loss of down? Good lord. What I have been looking for is what year that part of the penalty was removed for NCAA.
Its been too long ago for me.

Loss of down was added to IDP in 1982 and then eliminated in 1986. Prior to 1982 it was 15 yards. It was then reduced to 5 yards+LOD in 1982. In 1986 it was changed to its current form of 5 yards.
But I bet this time they were confusing it with ITP that was changed to include LOD this year.
