I can't speak for the Rules Committee, but IMHO, I feel we should allow the offensive players to breathe

To me, a shift is a player "relocating" (2-39) and a false start is a lunge, twitch, quick movement that looks like the play has started (Other then the interior linemen, moving fingers/arms/heads/etc , shouldn't be a big deal. Sometime last century, shotgun QBs began lifting their leg to send a man in motion. I became confused

... I phoned NFHS. I was told this had been occurring in most other states for several years, no advantage was being gained and we should let the kids play.
My vote is for letting the kids play...
